SGP-21: Return Unclaimed Rewards to the DAO After One Year

Summary
Spectra protocol emissions are distributed through Merkl, a third-party distribution operator. The arrangement works well: it removes most of the overhead of running incentive campaigns across chains Spectra is deployed on, and it gives participants a single place to claim.
Merkl computes rewards off-chain, and they become tokens in a wallet when participants claim them. Rewards left unclaimed remain pending.
As of 28 August 2026, 1.61M SPECTRA remains unclaimed across 535 campaigns.
This proposal sets one rule: rewards still unclaimed one year after a campaign ends return to the DAO. It applies to all Spectra protocol incentive campaigns, past and future. Participants keep the full year to claim.
Rationale
A defined window. Off-chain balances need an end date. Without one, thousands of stale balances stay alive across chains indefinitely, creating monitoring and support costs with no benefit. A published one-year window gives participants a clear claim period and returns what remains to the DAO treasury.
Incentives only. Supplied liquidity, PT and YT positions, and their accrued onchain yield are never touched. This applies to claimable rewards alone.
Operators set their own limits. Under Merkl’s current terms, that limit is one year after the campaign ends. Matching it means the tokens return to the Spectra DAO.
What happens if the vote passes
The campaign manager address carries out the operation on behalf of the DAO before each campaign’s one-year mark, and the unclaimed tokens go to the DAO treasury.
Each remaining campaign is handled as it approaches its own one-year date. Campaign end dates are known in advance and previewable on Merkl, so the schedule is predictable and published.
The rule covers campaigns distributed through Merkl and through any alternative or in-house method adopted later, so it holds without a further vote.
Participants keep the full year to claim in every case. What returns to the DAO is what remains at that point.
